The first, sent out only to residents of the city's predominantly African-American districts, implied that then-city councilman Babe Rotella was a racist; while the second, which went out citywide, used a photograph of pigs at a trough to depict Rotella and his unnamed "friends." The third mailing showed Rotella's head sticking out of a pot hole in the street and read, "Pot holes! Pot holes! Pot holes! Blame Babe Rotella."
